What agencies actually need

Agencies running WhatsApp for clients hit the same three problems, and none of them are about features.

Separation. Each client needs their own number, contacts, templates and conversations, with no possibility of a campaign going to the wrong list. Shared workspaces with tag-based separation are an incident waiting to happen.

Billing. Meta charges per message, and those charges belong to the client, not to you. If your platform makes you the payer with no clean way to attribute, you are financing your clients' campaigns and reconciling by hand.

Margin that does not evaporate. If your provider marks up Meta's conversation charges, that markup comes out of the gap between what you charge the client and what you pay. On a high-volume client it is the whole gap.

On owning the client's assets

Worth being direct, because it is the thing that causes disputes later. The WhatsApp Business Account and the number should belong to the client, under their Business Manager, with your agency granted access. It is more work at setup and it is the right answer.

Agencies that hold client numbers under their own Business Manager discover the cost at the worst moment: the client leaves and the handover becomes a negotiation, or the agency's Business Manager is restricted and every client is affected at once. If a provider encourages you to pool client assets under your own account, understand what you are taking on.

What to charge for

The durable agency margin on WhatsApp is not reselling messages, which is a race to zero once the client discovers Meta's published rates. It is the work: template strategy and getting them approved, flow design, segmentation, the campaign calendar, and reporting the client can act on. Those are billable, defensible and not commoditised by the next provider's pricing page.
